If you use an iPhone, iPad Pro and a Macintosh, you might want to explore this $8 app from Hong Kong. It leverages Apple features like iCloud to sync PDF documents between devices. Features include the ability to import PDF with images for annotation; a folder and subfolder storage system, plenty of tools for making shapes, lines or erasing things and a hyperlink system. But the biggest feature is taking notes. You can use your finger or a stylus to doodle as much as you like on an existing document. Note that while the app says it works with Microsoft documents, it requires some hoop jumping (you have to use Apple office compatible apps, like Keynote to make this work). This is an Apple only app -- it works with iOS, iPadOS, and macOS and requires a single purchase.
