Sim City for toddlers? This app comes close. Children can explore a 4 x 4 block city from a bird's eye view, as cars, people and pets move below. Touching one of the vehicles brings up a set of roads to explore. Driving is no-fail -- you just tap anywhere on the screen to move forward; the top part to move backwards. Each car has slightly different behaviors, and each track has spring loaded features that come to life as the car moves. We spotted a police car, horse, race car, ambulance, fire truck and an ice cream truck. As you drive through each course, you collect stars or junk food items like hot dogs or ice cream; each tallied at the end of the course. There is no reading or language. We also liked the ambient street sounds, and the way the lighting changes according to the time of day. The graphics are slightly pixelated (the look is similar to Toca Nature) but children won't mind. If you're looking for a no-fail starter app with a vehicle theme, this is a good choice. There's enough to explore to get children interested.
